The ZPA Air Protection Zone of Strasbourg (Eurometropolis)

On 31.10.2017, an order was signed by the Prefect of the Bas-Rhin (no. 67), introducing the Crit’Air Vignette in the Eurometropolis of Strasbourg. The order contains a set of measures that can be applied in case of an air pollution peak. The ZPA air protection zone is only activated on the basis of the weather-related announcement by the competent prefect.

The French Eurometropolis of Strasbourg is located in the Department of Bas-Rhin in the Grand-Est region. It includes 33 municipalities and counts over 487,000 inhabitants on a surface of 340 km². The district town of Strasbourg counts alone approximately 277,000 inhabitants on a surface of 78 km².
In order to be prepared for any pollution peak, a temporary environmental zone (ZPA) has been introduced in the Eurometropolis of Strasbourg, mandatory for all vehicles in the event of persistent air pollution, according to the prefectural order of 31.10.2017.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, measures will be enforced, divided into several phases.
After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg/m³ for particulate matter or 180/240 μg/m³ for ozone or 300/500 μg/m³ for sulphur dioxide or 200/400 μg/m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA air protection zones has to be reduced by 20 km/h.
If, in the following days, one of the abovementioned pollutant values still exceeds the indicated values, then traffic restrictions can be applied to all vehicles. Vehicles without a Crit’Air Vignette as well as vehicles with insufficient Crit’Air badge classes could be excluded from traffic.

The Borders of the Environmental Zone of the Eurometropolis of Strasbourg

As far as the ZPA environmental zone of the Eurometropolis of Strasbourg is concerned, all 33 municipalities belonging to the Eurometropolis could be affected by traffic restrictions and driving bans.
In case of an air pollution alarm, the main axes A4 (to and from Paris, Reims and Metz), A35 (which follows the German border from Basel in the south, Mannheim in the north), N83 (to and from Colmar), N353 (from and to Offenburg in Germany) and D1083 (to and from Sélestat) are not affected and can be used.

Future restrictions planned for badge classes:
A more severe measure is expected before the end of 2019. In case of an air pollution peak, only the Crit’Air badge classes E, 1 and 2 could be allowed to access the ZPA zone.

The area of the ZPA environmental zone of the Eurometropolis of Strasbourg includes all 33 municipalities of the metropolitan area, which could be affected by traffic restrictions and driving bans.
In case of an air pollution alarm, the main axes A4, A35, N83, N353 and D1083 are not affected and can be used.
