The ZCR environmental zone of Strasbourg

Since September 2015, the city of Strasbourg has been participating in the “Sustainable City in 5 Years” project and has received financial support from the French government for the introduction of an ambitious set of measures to combat air pollution.

On the basis of this project, Mayor Roland Ries announced for the first time on 16.10.2017 the introduction of a gradual diesel driving ban for commercial vehicles and trucks in the Eurometropolis until 2022. On 13.04.2018, the official “Strategic Air Quality Plan” of the city of Strasbourg was published, which describes a timetable for the introduction of a permanent environmental zone (ZCR). Within this area, the Crit’Air badge becomes mandatory for small delivery trucks and commercial vehicles (N1) up to 3.5 tonnes and for medium commercial vehicles and trucks (N2) up to 7.5 tonnes. The aim is to clean all commercial vehicles in the ZCR zone by 2022.
This objective has almost been achieved as the restrictions already apply to medium and large commercial vehicles, which will now be tightened again from 01.09.2018. From this date, N2 commercial vehicles under 7.5 tonnes, will only be allowed to enter and stop in the ZCR zone between 6:00 am and 10:30 am. Hybrid and electric vehicles (badge with Class E) are allowed to drive from 6:00 am to 11:30 am in the zone. As far as N3 commercial vehicles are concerned, on the other hand, an absolute driving ban has been in force for some time and will continue to apply in the future.
The ZCR environmental zone will initially only be established in the centre of the city on the big island (Grande Ile), which is formed by the River III and a tributary.

Cathedral of Strasbourg

The French Eurometropolis of Strasbourg is located directly close to the German city of Kehl am Rhein and counts over 277,000 inhabitants. The district town of Strasbourg, where also the prefect resides, belongs to the Department of Bas-Rhin (Department No 67) and the Grand-Est region.

As the Eurometropolis of Strasbourg is affected by frequent air pollution peaks, a temporary air protection zone (ZPA) has already been introduced in the city. The ZPA zone is activated only in the event of a permanent air pollution peak.
In the ZCR zone, however, there are fixed rules, which will be constantly tightened up in the coming years for commercial vehicles. However, for the time being, cars and buses should not be affected by any restrictions.
Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

The ZCR environmental zone of Strasbourg will be located for the first time in the city centre and only on the “Big Island” (Grande Île). The island is bordered by the River III to the south and by the “Faux-Rempart” canal to the north. An extension of the zone is to be expected in the future.
