The ZPA air protection zone of Paris (Greater Paris)

On 19.12.2016, an order was signed by the Prefect of the Île-de-France region introducing the Crit’Air Vignette in large parts of the Paris metropolitan area (Grand Paris). The order contains a set of measures to be applied to 5 of 8 departments in the region in case of an air pollution peak.
This ZPA air protection zone will come into effect only upon a weather related announcement by the competent prefect.

The Île-de-France region counts more than 12,082,000 inhabitants on an area of 12,000 km². The 72 municipalities in the 5 departments, which are entirely or partially affected, are located within the A86 highway. The most known municipalities are Paris, Rungis, Vincennes, Asnières, Gennevilliers, Nanterre, Boulogne-Billancourt, Neuilly-sur-Seine and Levallois-Perret.
In order to be prepared for any pollution peak, a temporary environmental zone (ZPA) has been introduced in the Île-de-France region, which became mandatory from 02.01.2017 for all vehicles in the event of persistent air pollution, in accordance with the prefectural order N°2016-01383 of 19.12.2016.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, measures will be enforced, divided into several phases. After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg/m³ for particulate matter or 180/240 μg/m³ for ozone or 300/500 μg/m³ for sulphur dioxide or 200/400 μg/m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA environmental zones has to be reduced by 20 km/h.
If, in the following days, one of the abovementioned pollutant values still exceeds the indicated values, then traffic restrictions can be applied to all vehicles. Then, vehicles without a Crit’Air Vignette as well as vehicles with insufficient badge classes can be excluded.

The borders of the environmental zone of the Greater Paris

As far as the ZPA environmental zone of the Paris metropolitan area is concerned, the 72 municipalities within the A86 highway may be affected by traffic restrictions and driving bans. In the event of an air pollution alarm, the A86 is not affected and it is permitted to drive through.

The ZPA environmental zone includes the following French departments: Paris (No. 75), Seine-Saint-Denis (No. 93), Val-de-Marne (No. 94), Hauts-de-Seine (No. 92), and Yvelines (No. 78).
The two Paris airports (Roissy Charles-de-Gaulle and Orly) – as well as the Disneyland Park (Euro Disney) – are located outside the Greater Paris ZPA and therefore are not affected by traffic restrictions.

The ZPA zone of the Greater Paris includes 72 municipalities located within the A86 highway. The highway ring „Boulevard Périphérique“, which also runs around Paris, could also be affected by the driving bans in the Greater Paris ZPA. The two airports of Paris (Roissy Charles-de-Gaulle and Orly) – as well as the Disneyland Park – are located outside this zone and are, therefore, not affected by possible driving bans.
