The ZPA air protection zone of Marseille

On 07.06.2017, an order was signed by the Prefect of the Department of Bouches-du-Rhône replacing the former set of measures in the event of an air pollution peak and thus introducing a new temporary ZPA environmental zone in the centre of Marseille.
According to the order, the prefect can impose driving bans in a newly defined inner-city zone in the event of an air pollution peak. From the 2nd day of an air pollution early warning, trucks over 3.5 tonnes may not pass through the zone. In addition, driving bans apply from the 4th day of an early warning to all vehicles without Crit’Air Vignette or with badge class 5 or 4. The driving restrictions apply the next day following the announcement from 6.00 am to 8.00 pm until the time when the pollutant levels comply with the prescribed limit values.
The city of Marseille is located in the department of Bouches-du-Rhône (department no. 13) and counts over 862,000 inhabitants on an area of 241 km². Marseille is also the capital of the department of Bouches-du-Rhône.

In order to be prepared for any pollution peak, a temporary environmental zone has now also been introduced in the Department of Bouches-du-Rhône, which is mandatory for all vehicles in the event of persistent air pollution, in accordance with the prefectural order of 07.06.2019.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, the Prefecture of the Department provides a set of measures divided into several phases. After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg / m³ for particulate matter or 180/240 μg / m³ for ozone or 300/500 μg / m³ for sulphur dioxide or 200/400 μg / m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA environmental zone has to be reduced by 20 km/h.
If one of the aforementioned pollutant values still exceeds the specified values after the pre-alert has been declared, then in a further step all vehicle types will be banned from traffic. This means that vehicles without Crit’Air Vignette and vehicles with badge classes 4 and 5 are immediately excluded from traffic. Only vehicles with Crit’Air badge classes 1 to 3 are allowed to drive.

The borders of the environmental zone of Marseille

The zone is located in the centre of Marseille. It is bordered to the west by the sea, to the north by the A557 highway, Boulevard de Plombières and Avenue Alexandre Fleming, to the east by Boulevard du Maréchal Juin, Boulevard Françoise Duparc, Boulevard Sakakini, Boulevard Jean Moulin and Boulevard Rabatau Daniel Matalon and to the south by Avenue du Prado.
However, the port of Marseille, the port tunnels (Vieux Port, la Joliette, la Major), the A55 and A50 highways, the Avenue du Prado and the Prado Tunnel, as well as the Boulevard Euroméditerranée Quai d'Arenc up to the Porte de Chanterac are not part of the environmental zone and may be entered.
