The ZPA Air Protection Zone of the Grenoble-Alpes Metropolis

On 09.12.2016, the Grenoble-Alpes metropolis announced the introduction of the Crit’Air Vignette due to high levels of air pollution. A prefect’s order established the entry into force of the environmental zone on 01.01.2017 and the imposition of driving bans for certain EURO classes.
The French metropolis of Grenoble-Alpes is located in the Department of Isère (no. 38), in the Auvergne-Rhône-Alpes region. It includes 49 municipalities and counts more than 446,000 inhabitants on an area of 541 km². The city of Grenoble, with 161,000 inhabitants on an area of 18 km², is the district town of the Department of Isère.

The integration of highways and motorways in the metropolitan area of Grenoble has a significant impact on commercial and tourist traffic. All travellers driving from the centre of France via Lyon to the south and via Grenoble to Aix-en-Provence and Nice could be affected by traffic restrictions. It is also important to note that the Crit’Air badge is always valid in the city centre of Grenoble for certain vehicle types.

In order to be prepared for any pollution peak, a temporary environmental zone (ZPA) has been introduced in the Grenoble-Alpes metropolis, mandatory for all vehicles in the event of persistent air pollution, in accordance with the prefectural order N°38-2016-12-09-004 of 09.12.2016.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, measures will be enforced, divided into several phases.
After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg/m³ for particulate matter or 180/240 μg/m³ for ozone or 300/500 μg/m³ for sulphur dioxide or 200/400 μg/m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA air protection zones has to be reduced by 20 km/h.
If, in the following days, one of the abovementioned pollutant values still exceeds the indicated values, then traffic restrictions can be applied to all vehicles. Vehicles without a Crit’Air Vignette as well as vehicles with insufficient Crit’Air badge class could be excluded from traffic.

The ZPA zone of Grenoble-Alpes includes all 49 municipalities of the metropolis. The area stretches along the A41 highway to the Crolles toll station and along the A48 highway to the Voreppe toll station. For this reason, the A41, A48, A480 and N481 highways could be affected by driving bans.
