The ZPA Air Protection Zone of Annecy

On 23.10.2017 the Prefect of the Department of the Haute-Savoie signed the order N°PAIC-2017-0074, which entered into force on 27.10.2017. The measures were previously announced in a press release from 16.10.2017.
According to this order, the respective prefect of the ZPAd department of Haute-Savoie can decide on concrete driving bans in the region in case of an air pollution peak. On the other hand, the order allows cities within the department to set their own ZPA zone and to activate driving bans if necessary.
On the basis of this order, the city of Annecy has now introduced a ZPA Air Protection Zone with regulations on the basis of the Crit'Air Vignette. The order describes a catalogue of measures which can be applied in the event of an air pollution peak in Annecy. This ZPA air protection zone will enter into force with the official and weather-related announcement of the prefect.

Annecy is located in the department Haute-Savoie (department no. 74), which has about 126,000 inhabitants on an area of 67 km². Annecy is also the district town of the department of Haute-Savoie.

In order to be prepared for any pollution peak in Annecy, a temporary environmental zone (ZPA) was introduced in the city centre of Annecy in January 2018. It will be mandatory for all vehicles in the event of persistent air pollution. It must be noted that the new, temporary environmental zone (ZPA) is called “ZCR” by the city even though is no permanent zone.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, measures will be enforced, divided into several phases. After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg/m³ for particulate matter or 180/240 μg/m³ for ozone or 300/500 μg/m³ for sulphur dioxide or 200/400 μg/m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA environmental zones has to be reduced by 20 km/h.
If, in the following days, one of the abovementioned pollutant values still exceeds the indicated values, then traffic restrictions can be applied to all vehicles. Then, vehicles without a Crit’Air Vignette as well as vehicles with insufficient badge classes can be excluded.
In the event of an air pollution alarm, vehicles without badges and vehicles with Crit'Air badges 4 and 5 can be affected.
It is planned that air pollution alarms can already be activated at a relatively low level of air pollution. That has been decided by the prefecture of the department. Therefore, there could be an increasing number of air pollution alarms and resulting driving bans.

The ZPA Air Protection Zone of Annecy is located in the city centre, within the zone 30 km/h mostly. The area is limited by the main roads as follows: Avenue Gambetta in the north, Avenue de France in the east, Boulevard de la Rocade and Avenue du Rhône in the west. In the south the zone is limited by Avenue du Crêt du Maure and Avenue de Trésum and to the southeast by Quai E. Chapuis and Rue des Marquisats.
All roads with 50 km/h situated inside the described area belong to the ZPA zone and are subject to the rules of the zone. It should be emphasised that public parking spaces cannot be used by cars without a badge while driving bans are pronounced.
