The ZPA Air Protection Zone of Lille (Greater Lille)

On 05.07.2017, an order nr. 156 was signed by the five prefects of the Hauts-de-France region, introducing the Crit’Air Vignette. The order contains a set of measures, that can be applied in case of an air pollution peak.
On 18.07.2017, a press release from the prefecture announced the measures to be applied in 12 municipalities of the Greater Lille area (Grand Lille) in case of an air pollution peak. The ZPA air protection zone is only enforced on the basis of the weather-related announcement by the competent prefect.
The Lille metropole is located in the Department of Nord (no. 59) in the Hauts-de-France region. It includes a total of 90 municipalities and counts more than 1,134,000 inhabitants on a surface of around 648 km².

The city of Lille is the district town of the department, where the prefect also resides. It has a population of about 233,000 inhabitants on a surface of 35 km².
In addition to Lille, the following 11 municipalities are located within the ZPA air protection zone: Hellemmes, Lambersart, Lezennes, Lomme, La Madeleine, Marcq-en-Baroeul, Marquette-Lez-Lille, Mons-en-Baroeul, Ronchin, Saint-André-lez-Lille and Sequedin.
In order to be prepared for any pollution peak, a temporary environmental zone (ZPA) has been introduced in the Greater Lille area, mandatory for all vehicles in the event of persistent air pollution.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

In case of an air pollution peak, measures will be enforced, divided into several phases.
After a pre-warning with no impact on road traffic, the first air pollution alarm is activated. This occurs if, based on the daily or hourly measurement of the responsible institution for air quality, the emission level of 50/80 μg/m³ for particulate matter or 180/240 μg/m³ for ozone or 300/500 μg/m³ for sulphur dioxide or 200/400 μg/m³ for nitrogen dioxide has been exceeded. As a result, the road speed within the ZPA air protection zones has to be reduced by 20 km/h.
If, in the following days, one of the abovementioned pollutant values still exceeds the indicated values, then traffic restrictions can be applied to all vehicles. Vehicles without a Crit’Air Vignette as well as vehicles with insufficient badge classes could be excluded from traffic.

The Borders of the Environmental Zone of Greater Lille

The ZPA air protection zone of Greater Lille includes 12 municipalities: Lille and its surroundings (Hellemmes, Lambersart, Lezennes, Lomme, La Madeleine, Marcq-en-Baroeul, Marquette-Lez-Lille, Mons-en-Baroeul, Ronchin, Saint-André-lez-Lille and Sequedin).
The following main axes are located within the environmental zones: A1 (to and from Paris), A22 (to and from Ghent in Belgium), A25 (to and from Dunkerque), N227 (between the A22 and A27 highways towards Brussels) and D652 (between the A22 and A25 highways). None of these major axes will be affected by driving bans.
