The ZCR environmental zone of Grenoble

On 09.11.2016, the French Minister of the Interior signed an order, which established the introduction of the ZCR environmental zone (Zones à Circulation Restreinte) and the Crit’Air badge in the city of Grenoble for a three-year trial period. Since 01.01.2017, the Crit’Air badge is mandatory for all light utility vehicles and trucks. The driving bans apply to all N1 light utility vehicles of up to 3.5 tonnes registered before 30.09.1997, as well as N2 and N3 trucks registered before 30.09.2001.
The city of Grenoble is the district town of the Department of Isère (no. 38), where the prefect also resides, and counts more than 161,000 inhabitants on a surface of 18 km².

It is an important road junction for traffic coming from northern France (via Lyon), Geneva, (via Annecy and Chambéry), Italy and southern France (Marseille or Montpellier via Valence). The main axes that bypass the city, as well as those that cross Grenoble, are often congested by car traffic at peak times. The high number of circulating cars contributes to the deterioration of air quality. To fight this problem during an air pollution peak, the municipality has decided to introduce driving bans.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

According to the regional institute for air quality “Atmo Auvergne-Rhône-Alpes”, the driving bans could soon be extended to 8 neighbouring municipalities. These would be (from north to south): Saint-Égrève, Saint-Martin-le-Vinoux, La Tronche, Saint-Martin-d’Hères, Poisat, Eybens, Échirolles and Pont-de-Claix.
After announcing the extension of the area, 6 other mayors, on the other side of the Drac River, have stated that they are also interested in the decisions on the environmental zones and want to introduce driving bans on their territory. These are the following municipalities (from north to south): Veurey-Voroize, Noyarey, Sassenage, Fontaine, Seyssinet-Pariset und Seyssins.
This extension will take place gradually between 2019 and 2025.

The ZCR environmental zone covers parts of the city of Grenoble.
To the west, the border runs along the Drac River to the mouth of the Isère River. To the east, the border runs along the Isère River to the D1090 road, which extends from the D1532 road to the Drac River (west). The two roads mark the southern border of the ZCR zone of Grenoble. But these main axes are not affected by driving bans.

The ZCR zone of Grenoble is surrounded by the ZPA zone of the Metropolis Grenoble-Alpes. If an air pollution alarm is activated within the ZPA zone, the same restrictions also apply to the ZCR zone. In the ZCR zone, there is no badge requirement for cars, buses, motorized two-, three-and light motorized four-wheelers, but it is expected.
