The ZCR environmental zone Paris

The environmental zone of Paris
The first environmental zone ZCR (Zones à Circulation Restreinte) has been introduced already on 1st September 2015 in Paris. First of all only buses and trucks with a registration before 1st October 2001 were forbidden to enter the environmental zone.
Since 1st July 2016 no passenger cars and small cars (N1 <3,5 t) with a registration before 1st January 1997 are permitted to enter the environmental zone because these vehicles obtain no longer a Crit'Air Vignette in combination with their registration date. This is also recognisable in the Crit'Air Vignette's Categorization List. It has been decided in a decree, that from the 01.07.2017 the entrance in the environmental zone of Paris will be forbidden for the Crit’Air vignette n°5 permanently.

Prohibited entries into the environmental zone are applied, by the way, always from Monday to Friday between 8 am and 8 pm, although this is not expressively recognisable on the additional label.
Old buses M2 and M3 as well as trucks N2 and N3, however, are concerned by the driving ban from Monday to Sunday as far as these cars are registered before 1st January 2001.

The car driver who will not respect the interdiction will pay a fine of 68 Euro from 1st July 2017. The fines are higher for bigger vehicles, however, and administrative fee will be imposed, too, therefore a prison sentence threatens in case of a non-payment. For this reason the system of fines in detail is supposed to be observed strictly.

Description of the zone's limits

The whole French capital includes the environmental zone of Paris. The city area of Paris is defined without suburbs and includes the area inside the street ring “Boulevard périphérique”. By the way, this street ring surrounding Paris is not an official motorway and is described as E15 in the Eastern part of Paris.
Bois de Boulogne in the Western part of Paris and Bois de Vincennes in the South east part of Paris belong both to the city area but are not included in the environmental zone's area.

Badge classes allowed as of 01.07.2016: E,1,2,3,4 (cleanest class = E and 1).

Future restrictions planned for badge classes: Since the 01.07.2017, vehicles with a class 5 Crit’Air vignette will be permanently banned from Monday to Friday, 8 a.m to 8 p.m. For trucks and buses, the interdiction stands also on week-ends and public holidays, 8 am to 8 pm.

Rule for Paris: for trucks and busses > 3,5 tons, the traffic ban is lifted on Saturdays, Sundays and public holidays between 8 pm and 8 am.

Not allowed to drive: N2, N3 class trucks >3,5 tons that do not fulfil Euro Norm 3. Cars and light utility vehicles <N1 that do not fulfil Euro Norm 2. Light vehicles with two, three or four wheels with first registration before 31.05.2000.

Fines: From 68 to 375 euros.

Area/ extension of the environmental zone: The environmental zone of Paris affects the whole city of Paris. The area of the city of Paris, without its neighboring towns, is defined by the area inside the ring “Bouleard périphérique”. This ring, which runs around Paris, is not an official highway and is known as E15 in the eastern side of Paris. Both Bois de Boulogne at the west of Paris and Bois de Vincennes in the southeast of Paris – both belonging to the area of the city of Paris – are not included in the environmental zone.

Special features: Attention: The ZCR zone Paris is surrounded by the ZPA zone Paris. This means that the activation of an air pollution alarm in the ZPA zone, the rules of the ZPA zone also apply in the ZCR zone.
