The ZCR environmental zone of Paris

On 01.09.2015, the first ZCR (Zone à Circulation Restreinte) environmental zone was already introduced in Paris. At first, only buses and trucks registered before 01.10.2001 were banned from entering the zone. Since 01.07.2016, the Crit’Air Vignette is mandatory, so now cars and N1 light utility vehicles registered before 01.01.1997 are banned from entering the ZCR environmental zone of Paris.
On 14.01.2017, the Prefecture and the City Council of Paris signed the order N°2017 P 0007, in which it was decided the tightening of the driving bans on the basis of the Crit’Air Vignette from 01.07.2017 and for a trial period of 5 years. From that date on, only vehicles with a Crit’Air Vignette E, 1, 2, 3 and 4 are allowed to drive. Driving bans are applied from Monday to Friday from 8 am to 8 pm. For trucks and buses, the ban also applies on weekends and public holidays from 8 am to 8 pm. The environmental zone is marked with traffic signs.

Eiffel Tower, Paris

The capital of France is a city as well as one of the 8 departments of the Île-de-France region. Paris counts over 2,206,000 inhabitants on an area of approximately 105 km².

Traffic in the capital is often dense and the circulation is difficult. With 270,000 vehicles circulating every day, the “Boulevard Périphérique” ring road is the busiest urban highway in Europe. In this context, it is clear that 90% of Paris residents are affected by heavily polluted air. In order to improve the air quality and, therefore, the quality of life of the inhabitants, the local authorities have decided to focus more on the impact of traffic on the environment in the future. For this reason, the ZCR environmental zone of Paris, driving bans and the Crit’Air Vignette were introduced. In addition, restrictions will be gradually tightened each year.

Any violation of the badge requirement or traffic restrictions will be punished with a fine from 68 up to 375 euros; if paying directly on site a little less. These fines are based on the articles L.325-1 to L.325-3 and R.411-19 of the French Road Traffic Code.

The borders of the environmental zone of Paris

The ZCR environmental zone of Paris includes the entire area of the French capital within the “Boulevard Périphérique” ring road. This ring road is the border of the environmental zone, but does not belong to the ZRC zone.
The two big parks of Paris (Bois de Boulogne and Bois de Vincennes) are located outside the ZCR zone and, therefore, like all streets outside the ring road, they are not affected by traffic restrictions.
As of January 2019, the ZCR zone could be extended to cover the entire Greater Paris area. This would then correspond to the whole area of the current ZPA zone of Greater Paris, which is located within the A86 highway. Afterwards, 72 municipalities could be affected by permanent driving bans. Further information can be found in good time on our website.
