The ZPA air protection zone of Lyon

On 12.12.2016, the Prefecture of the Department of Rhône decided the introduction of the Crit’Air badge in the city of Lyon and neighbouring Villeurbanne. On 16.11.2017, the Department revised and detailed this measure. From now on, pollution peaks are regulated by the measures and restrictions based on the Crit´Air badge (“circulation différenciée”). At the same time, the previous regulation regarding the exclusion of even or odd license plates from traffic is abandoned. Inside the ZPA zone („Zones de protection de l’air“), these rules apply to all categories and classes of vehicles.

The reason for the current tightening of the regulations on air pollution peaks, are the hardly predictable air values in the Lyon region. Consequently, a temporary environmental zone has been introduced which is mandatory for all vehicles according to the prefectural ordinance n°69-2017 from 16.11.2017, as it has already been the case in Grenoble and other French regions. Any violation of the badge requirement or traffic restrictions will be punished with a fine of 68 to 375 euros; if paying directly on site a little less. These fines are based on the articles L. 325-1 to L. 325-3 and R. 411-19 of the French traffic regulation code.

The now redefined procedure for air pollution peaks is divided in three levels, each lasting two days. After a pre-alarm, a first air pollution warning (“niveau d´alterte N1”) will be announced, when the daily or hourly measurement of the responsible institution for air quality exceeds 50/80 μg/m³ for particulate matter, or 180/240 μg/m³ for ozone, or 300/500 μg/m³ for sulphur dioxide and/or 200/400 μg/m³ for nitrogen dioxide. The speed will then be limited inside the ZPA environmental zone to 20 km per hour less than it is usually allowed.

If the air quality values exceed the limits during 2 more days, a second measure follows and the official air pollution alarm is pronounced („niveau d’alerte N2“). Then, only vehicles equipped with a Crit’Air badge E, 1, 2, 3, 4 or 5 are allowed to drive inside the zone.

When the limit values are exceeded during 4 days, which means beyond the first two levels, the third alarm level is pronounced (official name „niveau N2 aggravé“). In this case, only vehicles equipped with a Crit’Air badge E, 1, 2, or 3 can drive in the ZPA environmental Zones. Crit’Air badges 4 and 5 are then excluded from the circulation.

Special rules for air pollution levels
When the air pollution is intense – and an improvement is not predicted for the following two days – the prefect can skip the first level of alarm and directly go through the second level including traffic restrictions. Should the responsible institution for air quality predict values above 80 µg/m³ for particulate matters, 240µg/m³ for ozone, 500 µg/m³ for sulphur dioxide and 400 µg/m³ for nitrogen dioxide during two more days, the highest level of alarm would be immediately activated. Then, a traffic restriction for the Crit’Air badges 4 and 5 can directly follow.

The borders of the ZPA environmental zone of Lyon

The environmental zone of Lyon affects all streets within the borders of the cities and municipalities of Lyon and Villeurbanne which cover approximately an area of 10km x 10km, so around 100km2. Please also see the map of the zone on the upper left side of this page.
Attention: There are some exceptions: the highways A6, A7, A42 and the tunnel under the hill Fourvière (A6) as well as several side roads listed in the prefectural ordinance n°69-2017 on page 7 are not affected by these measures.

Area/ extension of the environmental zone: The environmental zone of Lyon affects all the streets within the borders of the cities and municipalities of Lyon and Villeurbanne.
