Future French Environmental Zones
By the national decree for environmental zones Décret ZCR 2016-847 vom 28.06.2016, the French government leaves the decision to the local authorities to define their environmental zones by themselves and to determine their extent.
These zones may consequently include a whole town or parts of the town concerned. The environmental zone (ZCR in France) will then be fixed by a local municipal act after elaboration of an environmental study and the affirmation of the appropriate local politic authorities.
When an environmental zone is installed outside a city, this air protection zone (ZPA) generally includes a whole metropolitan region. The prefect of the according region than decides the limits and rules of the new zone.
New ZCR environmental zone Bordeaux
Bordeaux is among the municipalities that are participating in the program " tolerable air city in 5 years" and will have to significantly improve the inner-city air quality by 2020. In this context, the city is likely to introduce a ZCR environmental zone in 2018. For this reason, at the beginning of 2017, Bordeaux commissioned a study on the feasibility of such a zone but its results are not expected before January 2018.
During spring 2017, a meeting was held with municipal associations and economic representatives to know their ideas for an environmental zone. Beginning from September 2017, the consulting process will be continued within the aforementioned study. Here, citizens involved in the city’s commissions and citizens' initiatives will also have their say. This process of consultation will be the basis for the deputies’ final decision, who will then decide a version of the environmental zone at the beginning of 2018.
Area/ extension of the environmental zone: The ZCR environmental zone will contain parts of the inner city of Bordeaux. Although, it should be noted that there are already driving restrictions and many pedestrian zones. In addition, cars can not enter the city centre every first Sunday of the month from 10 am to 7 pm, as the city decided having the "day without car". The exact extent of the environmental zone ZCR is expected for the beginning of 2018.
Special features: The ZCR environmental zone will probably become effective staggered. Thus, a first tightening of the entry rights is expected during 2018 and 2019.
New ZPA environmental zone Marseille
In a press release of 19.06.2017, the prefecture of the department Bouches-du-Rhône, which also includes the city of Marseille, has announced the introduction of a ZPA environmental zone on 01.01.2018. It will probably be a temporary zone, which comes into force in case of air pollution peaks only. When there are high values of ozone, fine dust, nitric oxide or sulfur dioxide, vehicles can be excluded from the city center based on the Crit'Air environmental badge.
Marseille has been affected by a strong air pollution for a long time because of its port and industry area. Both, the limit values for ozone and fine dust are constantly exceeded, which has led to pollution warnings over the past years especially during the summer. For this reason, Marseille wants to introduce a temporary environmental zone in 2018, which could regularly occur during summer, according to the experience of these last years. More detailed information is expected by December 2017. However, if one wants to travel to Marseille next year, it is strongly recommended to buy a Crit'Air badge.
Area/ extension of the environmental zone: The ZPA environmental zone will probably include large parts of Marseille, as the city center around the port but also the major traffic axes to Aix-en-Provence are affected by important air pollution.
Future environmental zones by the project of "tolerable air city in 5 years"
In September 2015 the French government has selected through a national competition 25 local communities that wish to receive the official name "tolerable air city in 5 years" within the period up to 2020. This means that on a medium and long term plan, the air we breathe and need to live in these cities will be tolerable again, mainly through the establishment of ZCR environmental zones. Five of the 25 local communities have a special status because they do not yet meet the conditions or have already implemented their own projects.
The selected cities and local communities consist of 750 individual cities with a total of 18.4 million inhabitants, who are now planning and implementing in 9 regions 25 different, various air pollution control measures relating to particulates and nitrous oxides. The 25 winners of the competition have among other things obliged themselves specifically to plan and set up ZCR environmental zones, provided there are no other measures already in place to improve the air in individual cases. The French Government has made 1 million Euros available in the period up to 2020 for each of the 25 local communities for the planning and implementing of these measures. This serves to finance the costs involved for the desired name "tolerable air city in 5 years”, as well to promote tourism in the region.
