Lille: Air quality

Last Wednesday, the Lille temporary environmental zone was activated for the first time. This is why differentiated traffic, i.e. driving bans based on the Crit'Air environmental badge, was introduced. After just one day, the measures were lifted due to an expected significant improvement in air quality. However, the actual air quality figures published on Thursday evening show that air pollution remained high. The air pollution index has reached 8/10 in Lille. In Valenciennes it even reached 10/10! This means very high levels of air pollution and a risk to human health! Why, were there no driving bans? And why did the prefect decide to absolutely believe in the very positive predictions for air quality?
